The government and the unions are engaged in a propaganda war, each armed with the statistics which they say prove their case for and against public sector pension reform. The one thing they can rely on is for the vast majority of the public to struggle to understand the basics of how pensions work, and what makes them fairer or not, as illustrated in this table:
In this blog I intend to present the basic facts about public and private sector pensions: are the the so-called "gold-plated" pensions? How many people in either sector has a pension and how much do they receive from it when they retire? How much does it cost the taxpayer? My colleague Jill Insley has written a glossary at the end which explains some of the common terms that crop up as well as the various pension plans, you can click on the highlighted terms through the text to jump to the definition at the end.

Analysis: public sector pensions now
Public sector workers are immediately at an advantage because they are far more likely to have a pension than those in the private sector. The latest figures from the Office for National Statistics show that 65.6% of private sector employees have no pension compared with 16.1% of public sector workers. They are also more likely to have final salary schemes whereby their pensions are linked to their salaries, rather than how much they have contributed to their schemes.
The following graphic, compiled by my colleague Simon Rogers, shows the type of schemes that employees in both sectors are in. Defined benefits schemes are the most generous because the pension payments are linked to the final salary, which for most people is the highest they will earn. A defined benefit scheme doesn't mean that people get the equivalent of their full salary in pension payments, but it is linked to it through accrual rates, which is explained here. This clearly shows that public sector workers are far more likely to have defined benefit schemes, the best pensions available.
How much is a public sector pension worth?
Lord Hutton's report into pensions found that the average public sector annual pension is around £7,800. The National Association of Pension Funds (NAPF) show private sector workers in the defined benefit schemes akin to the ones in the public sector have an average annual payout of £7,467.
But the majority of private sector employees who have a mortgage have a
Defined contribution schemes ? the vast majority as the chart above shows - will accrue a pension pots of around £20,000, giving an annual pension payment of just £1,400.
However, there is huge variation in the amount public sector workers receive - the annuity rate - depending on the length of their career and final salary, as these graphs showing the annual pensions received by public sector workers in the three biggest unfunded schemes. These are the tables that show that some people are indeed on six and even seven figure pension, but they are a tiny majority. The most common pension payment in the civil service and NHS is £2,000 to £4,000 a year while to teachers it is higher at around £8,000. It's worth remembering that people also receive the basic state pension of £5,311 for a single man or woman.
Public sector workers receive more generous pension payments because because they largely still in defined benefits schemes whereas private sectors workers no longer have those available to them. Because defined benefit schemes are more generous, public sector workers are more likely to save for their future. This table shows what public sector workers in the different schemes contribute and what the state contribute compared to the private sector averages. It's interesting to note that while private sector employer contributions are as high as state sector employer contributions, the amount employees in the private sector put into defined benefit schemes is lower than they do in the public sector.
Chris Curry is head of research at the Pensions Policy Institute, which claims to be the only independent research organisation looking at the issue of pensions. He says:
There's not much of a difference between defined benefit schemes in the private sector and defined benefit schemes in the public sector now. The difference is that in the private sector people have moved away from defined benefit to defined contribution. People in public sector still have access to schemes that people don't get in the private sector. The private sector has changed and the public sector hasn't.
Jill Insley, the head of consumer at the Guardian who is our resident pensions expert, has written a little about the history of the demise of defined benefit schemes in the private sector:
In the late eighties the Tories introduced personal pensions, enabling members of occupational pension schemes to transfer the benefits they had already built up into these brand new sparkly schemes - all part of the wider government drive to spread the personal ownership of assets. This was the beginning of the end of defined benefit schemes. Commission hungry salesmen promoted the idea by saying that employees' pensions would grow at a faster rate in personal pensions, conveniently forgetting to mention the enormous charges that completely eroded any growth the pension funds might achieve and the very important fact that in most cases employers would not contribute to personal pensions. As a trainee reporter doing work experience at the FT in 1988, I remember going to a press briefing where I was collared by the union representative of a large blue collar company. "We've got a salesman from Pearl at our gates, persuading our members to leave the company scheme to take out personal pensions. It's a disaster - they'll lose so much money. You've got to write about it," he said. He was right. The regulator began a review of pension sales in 1994 in response to consumer complaints about mis-selling, and by 2002 insurance companies and financial advisers were forced to pay £11.8bn in compensation to more than one million customers for incorrectly advising them to leave or not join their employer's scheme.
What are the other characteristics of the public sector schemes?
For teachers, the NHS and civil service the traditional retirement age has been 60, though recent reforms mean that new entries to these areas now retire at 65. Local government workers retire at 65, the armed forces at 55, police officers at 50 if they have 25 years service or 55 for higher ranks and 55 in the fire service.
The accrual rate is varies between 60th and 80ths - similar to those in private sector pension schemes.
What are taxpayers paying?
The public sector wage bill is huge and the government points out that it is more than it spends on the police and criminal justice system combined. Public sector pensions currently cost the taxpayer £32bn a year.
But as a projection of proportion of GDP, the amount the government will spend on public sector pensions is due to rise until around 2020 then decrease up to 2050 fall as this chart shows.
The National Audit Office has confirmed that the costs as a proportion of GDP are set to fall and concluded in a report last year that whether this was affordable or not is a political decision for the government. It said:
We do not comment on whether public service pension schemes are financially affordable because that is a political judgement rather than an audit assessment.
Summary
Public sector pensions are more generous than private sector ones because they are far more likely to have one, and to have a defined benefit, rather than defined contributions scheme. This links their pensions to their final salary and is more generous. This is what some people refer to as the "gold-plated" schemes. However, the average public sector pension is £7,800, which, combined with the state pension would leave these people hovering around the poverty line. The question of whether pensions are affordable is a political one, but over the longer term their costs will fall as a proportion of GDP.
In the run-up to Wednesday's strike I'm going to look into the claims about the impact of the changes that the government are proposing and how this will affect the situation. I'll continue by scrutinising some of the claims and counter-claims made by the government and the unions in the row. To introduce that political debate, Dan Milmo, the Guardian's industrial editor, writes:
Fairness is a concept that crops up a lot in the debate over public sector pension reform. For the government, it is only fair that state-backed workers pay more contributions - an extra £3bn a year by 2014/2015 - and work longer in order to justify pensions that, unlike most of their private sector counterparts, have a defined benefit or guaranteed monthly payout at the end of them. They are, after all, underwritten by the taxpayer.
For unions, it is unfair because a pension is a key reason for doing a job that can involve more mental and physical toil than the average private sector post (although experts claim that the real reason for decent public sector pensions is an historic wage disparity with the private sector). They also argue that the sheer scale of reform sought by the government is unjust: raising the retirement age in line with the state pension age; switching the rate at which benefits grow from the RPI rate of inflation to the less buoyant CPI; moving staff in the NHS, local government, civil service, schools and uniformed services from final salary schemes - where the payout is a proportion of the salary at the end of your career - to pensions schemes that payout a proportion of your average earnings over your whole career.
The average public sector pension is around £7,000 per year while in the private sector the average defined contribution (money purchase) pension pot is around £28,000 on retirement. That would buy annual income of about £1,650 if they bought a flat rate annuity that didn't increase with RPI, or £1,050 if they linked it to inflation. You could argue, as do the unions, that neither the private nor public payouts look that attractive and it is private sector employees who should be the focus of attention.
Is this all a crash course through employee contracts? It is certainly a lot to achieve in a short negotiating period. But the government will argue that these are exceptional economic times, that its ability to borrow relatively cheaply in the markets is predicated on having a credible plane for tamping down costs like public sector pensions, which cost £32bn per year (including £5.5bn in employee contributions). But you could argue that if the state needs to find money from somewhere it should raise taxes or, as the unions argue, impose a tax on financial transactions rather than chipping away at a discrete section of the British workforce. So perhaps the "fairness" issue is whether you think the responsibility for chiselling away the deficit should be equitable ie everyone does their bit and whether a concerted effort to effort to reform public sector pensions fits into that. Those on the right argue that increasing taxes will reduce demand. Unfortunately, so does imposing a contributions increase that equates to a pay chop for millions of public sector employees.

Jill Insley's pensions glossary
Defined benefits pension (also known as a final salary scheme) An employer-sponsored scheme where the eventual retirement income is based on your earnings, length of employment and the scheme's rate of accrual. The circumstances under which you take your pension ? at retirement, as an early leaver, or through ill health ? could also affect the income you get.
Defined contribution pension (AKA money purchase scheme) A pension plan where the eventual retirement income is based on the amount of money paid in and the amount by which that money grows. There are several different types including company, personal, stakeholder, self-invested and group personal pension plans. The resulting pot is usually used to buy an annuity ? an insurance contract that pays out regular income.
Accrual rate This is the rate at which you build up pension benefits while a member of a defined benefit scheme. The rate is multiplied by your earnings to calculate how much money you will eventually be entitled to. It is typically expressed as a fraction, and the bigger the fraction the more pension benefit you will get. So a 1/65th rate ? as proposed by the government for public sector workers ? would generate more benefits for the scheme member than the current typical rate of 1/80th.
Annuity This is an insurance contract that pays out a regular income, either for a set period of time or until you die. It is usually bought with the money from your pension fund. The income it will provide will depend on a number of factors including your age when you buy it, whether or not you're a smoker, and annuity rates at the time of purchase.
RPI The retail prices index is a measure of inflation published each month by the Office for National Statistics. It measures the change in cost of a basket of retail goods and services, including housing costs. Until April 2011, RPI was the principal measure of inflation used by the government when calculating by how much public sector pension payments should rise (this change is currently being contested by unions).
CPI The consumer price index is the government's preferred measure of inflation since 2003. It measures a basket of retail goods and services, but it excludes certain costs such as council tax, mortgage interest, building insurance and house depreciation that are included in RPI. CPI, which is the measure the government now uses to calculate increases in pension payments, has been lower than RPI since January 2010.
Annuity rate The rate of return you get when buying a pension income with the money you have saved in your defined contribution pension scheme.
Final salary scheme This is the type of pension scheme the government wants to move public sector workers away from. The pension paid to members is based on their salary at the point of retirement, the number of years they have belonged to the scheme and the accrual rate. It particularly benefits employees who salaries rise steeply towards the end of their careers.
Career average scheme This is the type of pension scheme the government wants to adopt for public sector workers. A notional percentage of the employee's salary is put aside each year ? the calculation is based on multiplying the employee's earnings during that year by the accrual rate. At retirement, the cash value of all these notional amounts is added up to produce the annual pension the employee is due. The averaging effect means this type of scheme generally produces smaller pension incomes, particularly for those who get big salary increases towards the end of their career.
Group personal pension A collection of personal pension plans provided by an employer for its employees. Contributions are deducted through payroll, the employer may make contributions on behalf of the employee, and the scheme charges may be lower than those of an equivalent straightforward personal pension because the company providing the scheme is able to offer a reduction for bulk business.
Stakeholder pension A pension scheme designed to incorporate a set of minimum standards set out by the government. Charges must be capped at 1.5% a year for the first 10 years and 1% thereafter; there can be no penalties for altering or stopping contributions or transferring the benefits to another scheme; and investors can contribute a minimum of £20 a month. Stakeholder pensions are available on a group or individual basis.
The Hutton report Lord Hutton, the former Labour work and pensions secretary, was commissioned by the coalition to review pensions ahead of their proposals. Essentially, Hutton argued that public sector pensions are not "gold-plated" and that they should keep their defined benefit scheme but move to a less generous "career average scheme". Retirement ages should increase and contributions go up to ease the pressure on the public purse. Hutton argued that the current system was not sustainable and the cost would have to be brought down. The government largely based their current offer on this report.

This is one of the more interesting art projects revolving around Apple's touch devices -- Phone Arts is a series of works that highlights pieces made specifically with the iPhone or the iPod touch. We've seen art made with iOS apps and devices before, but this is a little different. Rather than using the phone to create some version of an oil painting or a sketch, these pieces strike me as art that you can look at and know right away that it could only have been created on the iPhone's screen.
The picture above is one example of how this is done, using the Notes app on iPad and some symbolic text, but all of the works in the iPhone Arts gallery looks like they were created with a digital surface. As the page says, these pieces "explore the boundaries of the phone to create graphic illustrations and designs." Really interesting. I'd love to see more experimentation like this.

The chancellor has announced a further pay freeze in the public sector, cuts to tax credits and a scrapping of the fuel duty rise. Who are the winners and who are the losers? George Osborne has unveiled his autumn statement signalling a new round of savings from an increase in the bank levy, cuts to tax credits, a fast-tracking of the rise in the pension age and further caps on public sector pay increases up to 2014. One of the biggest political tests for the coalition is the fairness test. Can those who lose the most from the changes afford it?
The treasury has published, alongside the autumn statement, a distributional analysis assessing the impact on households. You can read the full document here.
For next year (2012-13), as a proportion of household income, the changes to the tax, tax credit and benefits measures made so far by the coalition has a clearly regressive effect costing those from poorer households more than those for richer ones. The only exception to this is the top richest decile, who are hit hard by the introduction of the 50p tax rate and benefit the least (in relative terms) raising of the tax threshold.
For next year, as a proportion of household expenditure, the changes to the tax, tax credit and benefits measures made so far by the coalition has a less clear effect. Once again the richest lose the most, but there are bigger losses in the bottom decile as well and a slighly more progressive effect among higher earners. The Treasury favours this model as a better indicator of living standards and says:
Some households in lower income deciles may have temporarily low incomes but relatively high expenditure. For these households, expenditure-based analysis may be a better indicator of living standards.
This last table factors in the tax, tax credit and benefit reforms along with the departmental cuts for this year. It shows a clearly regressive effect apart from the top quintile as low income groups are more likely to be reliant on public services including NHS (health is linked to deprivation) and schools (richer more likely to send their children to private schools).
In each case the chancellor can legitimately say that the very richest are taking the biggest hit, but beyond that there is a clearly regressive pattern with those in the poorest households losing the most.

Labour are highlighting the fact that families seem to be disproportionately hit compared with bankers. @YvetteCooperMP the shadow home secretary and equalities minister, has just tweeted:

Page 46 of the document (available here) is one of the most important in the book. It sets out all the costs and savings that the policy decisions announced today will produce up to 2016-17. It shows that next year the changes to child tax credits and working tax credits, will save £1.24bn for the Treasury in the year that the bank levy will save an additional £280m, alongside the figures that Cooper points out.
3.37pm: I've put calls in to senior Lib Dem and Tory spokespeople to ask them directly about the fairness question and the points raised by Labour. The Conservatives are coming back to me. I've just been speaking with a Lib Dem source close to the leadership. He told me:
On the banks: unless labour are claiming they would tax banks by £1.3bn a year I'm not entirely sure we are comparing like with like. We got more [from eh banks] than they would have. Generally we've got to be realistic that when you're making these savings people will feel the impacts. They are spread as fairly as they can be. Benefits have been protected and people said we would cut those. Childcare is an obvious thing we're doing to try to help families. All these things mean we have to make savings elsewhere. Of course we're trying to be as fair as poss. The problem is that if we didn't do the hard things, public sector workers for an example, something much worse would happen and interest rates would go through the roof and that wouldn't be fair for anyone. You've got to remember the consequences of not doing some of this stuff, the effects that would have on us. People should factor that in. And considering the scale of those changes we are trying to help people.
4.02pm: The Resolution Foundation, a thinktank which describes itself as independent and conducts research into the effect of government policies on low-and middle income groups, has done some number crunching of the cuts to tax credits showing it has a straightforwardly regressive impact.
It's worth noting that this is just one of the policies announced today in isolation. The treasury analysis above includes all of them. The expansion of free childcare, for example, will benefit low-earning groups most. The Resolution Foundation press release says:
Scrapping the planned increases in Child Tax Credit and freezing more elements of the Working Tax Credit takes money from those who can least afford it, with more than three-quarters of the £1.2bn savings planned for 2012 coming from the bottom half of the income distribution.
Cuts to the Child Tax Credit will mean families lose the extra £110 per child they had been expecting in 2012, and the freezing of the Working Tax Credit will reduce the incomes of working families by a further £100. Around 5.5 million families will lose as a result of the changes to Child Tax Credits with 2 million facing a double hit because of the Working Tax Credit changes.
Gavin Kelly, Chief Executive of the Resolution Foundation said: "Taking cash away from families on low to middle incomes is precisely the wrong thing to be doing ? it hits households when they are down. Every pound taken out of their pockets is also likely to be a pound taken out of consumption in the economy. There are some very welcome announcements in the autumn Statement like the doubling of childcare places for disadvantaged two year olds, and the Youth Contract ? these are good ideas, they just shouldn't be paid for by low and middle income families."
4.28pm:
I've been speaking with a press officer in the Treasury who makes a couple of points about the distributional analysis (above). She said that they provide the second table, the impact on expenditure, as well as income because there's a large group of temporarily low income people in there that skews the result. These include students, who don't earn very much but only temporarily. The Treasury's analysts also pointed out to her one reason why the third table, which includes all the spending measures, looks more regressive than at the last budget. The reason they gave is that the council tax freeze means the relative benefit the poorest got in council tax benefit has diminished slightly. Overall she acknowledged that the changes to tax credits were havign an impact on low-earners. She said:
The top decile is paying the most towards the deficit. Inevitably with the working tax credits there has been a tough decision to make.
The Conservative party press office has also just got back to me to point out that in highlighting the hard impact on families compared with the banks Labour are not being completely clear about the figures available. They said:
"[The] bank levy raises £2.5bn every year, Labour's bonus tax raised £2.3bn in one year- and Alistair Darling said the bonus tax could only be a 'one off'. £2.5bn is more than double how much is being saved from the credit tax freeze. It is very misleading to ignore the full revenue the bank levy raises. NB: Labour opposed Conservative plans for a unilateral bank levy at the election- they said it could only be done on a 'global' basis."
5.14pm: Below the line @EcoEnfield asks whether plans for South West Water customers to receive a £50 rebate is fair. This is our report of the story on the announcement. @EcoEnfield writes:
I've looked at OFWAT's data. and although they do pay more, by a margin of £80 over the next highest. Isn't that state aid to a private company just because its in one region? No means testing, no look into the fact that the area gets the least water, no look into the fact that their systems leak, no look into the money to shareholders?
@BizzleBorg responds on this point:
The South West (Devon and Cornwall) has long had the highest waterbills in the country and amongst the lowest wages - that's why. My water bill is far cheaper in London than it ever when I lived in the SW for many years.
I had planned to steer clear of the impacts on the public sector - it is being thoroughly covered by my Guardian colleagues elsewhere - but there is a clear drift in that direction in the comments below the line. Are public sector workers being unfairly targeted?
Going back to the table in the autumn Statement document (page 46) showing the costings of the plans announced today, families are certainly the biggest losers overall, standing to lose £6.32bn by 2017 because of the changes to child tax credits and freeze of the working tax credit; the changes to taxes on pensions will bring in £2.59bn; public sector pay restraint will bring in £1.75bn; and the banking levy will bring in an additional £1.54bn.
Roughly that means families are the biggest losers followed by employers who want to make large payments into private pensions, then public sector workers and then banks.
It terms of who gains, drivers are the biggest winners, gaining £4.82bn from the delays to the plan to raise fuel duty. The other big spending areas are the new infrastructure projects, which are designed to improve employment and economic activity generally, receives £4.69bn; the new "youth contract" to improve employment rates receives £940m and the improved childcare offer £780m.
So, drivers are the biggest gainers, followed by business, young people and low-income families in need of more childcare. Clearly it's not as straight-forward as that - families stand to gain from the new free childcare and youth unemployment measures and could gain from the petrol duty relief. The tables at the top of this blog aggregate all the changes, but setting out the categories here helps illustrate which sectors might win and lose.
This also shows that not only are families losing more than the banks on the back of today's announcements, but so are public sector workers ? who also learnt today that on top of a new pay freeze, the government is considering ending national pay-bargaining and that the OBR now estimates that 710,000 state employees will lose their jobs - 300,000 more than previously thought.
The TUC has estimated that the combined effect of two year's pay freezes , the two years of 1% cap on pay increases and the pension reforms is a 16.48% fall in public sector worker's real terms income over the next four years.

Verdict
The government's own analysis shows that, setting aside the very top earners who do lose the most, by almost all measures the poorest are hit hardest by its tax and spending reforms to date. The biggest cuts have been to tax credits where the amount families stand to lose dwarfs the amount they will gain through the much trailed increase in free childcare.
The government has clearly made an effort to do something for families ? through the additional childcare and the hugely expensive move to scrap and delay fuel changes. But it remains that without the cuts through tax credits the chancellor could not have balanced the books today. The Treasury acknowledged that reducing spending on tax credits had been a "tough decision to take".
Labour is right when it points out that of the changes announced today families pay more than three times more than bankers through the new levy ? though Tory sources say that they were ignoring the wider income that the policy had created.
But public sector workers will also feel unfairly done by today. They are facing two years of pay rises capped at 1% on top of the current two years pay freeze and will also contribute more to the Treasury through today's changes than the bankers. The chancellor announced a review of national pay bargaining and to the arrangements for transferring people out of the public sector to make it cheaper to privatise services. The OBR said that they had revised upwards by more than 300,000 the number of state employees who are likely to lose their jobs.

Just over a week after Occupy Wall Street protesters were tossed out of Zuccotti Park, Andrew Katz examines how it happened and what the protesters might do next
It took a couple of hours on 15 November for hundreds of New York Police Department officers, under the orders of mayor Michael Bloomberg for what he claimed were deteriorating health and safety concerns, to tear down the encampment that protesters spent eight weeks constructing in a privately owned public space they came to know as home.
But a week after more than 200 protesters were arrested during a day of action that marked Occupy Wall Street's two-month anniversary, the question of how the movement became so vulnerable to an attack lingers.
Protesters were initially portrayed as a nascent movement that objected to what they deemed to be unfair bank regulations, but as the weeks passed and the spotlight turned to the voices of the radicals and clashes with the police, the occupiers were ever more characterized as a purposeless group. A 16 November poll by Public Policy Polling [pdf] showed support among voters was waning, too.
Man Bartlett, an artist and part-time occupier from Bushwick, said it was only natural that the public lost interest and the conversation grew stale. "Like with any new relationship, in the initial phase will be a lot of excitement and a lot of support. As the movement develops and continues to grow, that initial honeymoon period will be over," he said. "Once the story wasn't 'What are the demands?' the story became more about 'What are the internal struggles that the movement was having?"
Occupiers survived their first, temporary expulsion by the park's owner, Brookfield Properties, on 14 October, but issues larger than sanitation began to take precedence over the following weeks. Zuccotti Park had become a breeding ground for problems the protesters could have avoided without a physical location.
The general assembly doubled in time but halved in efficiency and its consensus-based form of decision-making, led by a team of rotating facilitators who spoke loudly and used hand gestures to move through agendas, began drawing fewer occupiers.
A drifter could attend the open meeting and have as much say as an occupier in how thousands of dollars were spent. This ultimately led to the creation of the "spokes council", essentially a smaller assembly that dealt primarily with finances and logistics. Other issues in the park, including a sexual assault and reported drug use, as well as infighting between some of the more than 80 working groups also flared.
Alec Vincent, a 21-year-old occupier and culinary school dropout from Bay Ridge who made his living at Zuccotti as a shoe shiner, attributed the squabbling to the park's hippie-homeless vibe and a visible difference between occupiers' backgrounds. "Even though we're all on the same socioeconomic level, there's a class distinction," he said. "I'm more afraid of an outbreak of violence within the park than from police."
Eight hours before being ousted, Vincent said eviction wasn't likely but acknowledged that the emergence of a visible hierarchy had begun to elevate tensions between occupiers. "There's always leaders. You can't not have leaders," he said. "They're just not official."
A member of the occupation's security team, Freddy Cepeda, of Bushwick, saw a leadership core materializing but thought eviction was inevitable because the park had become too unstable. "There's people that were there for the right reasons and there were people that were there for the wrong reasons," said Cepeda, 26. "It was just too much."
At its peak, Occupy Wall Street raised more than $500,000 and drew 10,000 protestors for a demonstration in Times Square in mid-October. Thousands more took the streets in, among other cities, London, Berlin, Tel Aviv and Rome.
But as winter has crept closer, the occupiers erected so many tents that it became difficult to walk through the one-block park. The protesters had outgrown a home they were never entitled to and the mayor wanted to act before the situation worsened. So less than two days after similar occupations in Portland and Oakland were dismantled and the press was largely barred from reporting the raids, he gave the orders to take Zuccotti.
Bartlett, 30, called the move "deeply problematic" but wasn't shocked the eviction finally happened. For nearly two months, he watched the movement's initial concern of the bank bailout ramifications erode due to escalating problems within the park and the meaning of the "We are the 99%" becoming largely misunderstood.
"The problem is that not just that the disparity exists, but that the percentage of that one percent that is really exploiting the system and exploiting a huge percentage of the American public," said Bartlett, who was arrested during the Wall Street demonstrations last Thursday and later pleaded guilty to one count of disorderly conduct. "And it's difficult to put that into a tagline."
He added that the movement that began with a tweet from Adbusters had become more structured and self-regulated. Long gone are the days when one "mic check" would be echoed by all of Zuccotti Park and the nights when hundreds of occupiers attended a general assembly that took only one hour. The leaders that few would acknowledge even existed had enacted enough rules that the city within a city was slowly, and publicly, crumbling so that only Guy Fawkes masks and NYPD barricades would be left.
From all this, it's clear that Occupy Wall Street is down but not out ? at least not yet. The movement is sitting on nearly $450,000 and still has encampments in major cities and college campuses across the country. Occupiers lost their park, but they're staying in the public eye through coverage of how police officers treat the press and students, social media and smaller events, like the recent drum circle outside the mayor's residence.
The occupation's immediate future in New York isn't set in stone. It's regrouping, analyzing the past two months and hashing out a next move. For one, protestors gathered Sunday night at another location, Duarte Square, and organizers announced both a new "tenting" initiative and a plan to eventually take the space.

It was long, it was minutely detailed, and his opponents claim it tinkered at the edges without addressing the central problem of lack of growth: the Chancellor's Autumn Statement certainly didn't disappoint.
Much of the economic news was as bleak as we'd been warned to expect: The Office for Budget Responsibility has downgraded its growth forecast for this year from 1.7% down to just 0.9%, and next year it's even worse, down from 2.5% to just 0.7%.
So, as George Osborne was quick to tell us, the OBR is not predicting a recession for the UK, but the Chancellor warned that if the rest of Europe goes into recession it will be difficult for the UK not to follow suit.
That brought loud jeers from the Labour benches, accusing the Chancellor of trying to blame everyone else and shirking his own responsibility for the state of the British economy.
Mr Osborne, however, was insistent that the UK will live within its means, keep interest rates low, and "pay its way in the world".
The OBR's unemployment forecast is also grim: They now predict a peak of 8.7%, up from 8.2%.
The Chancellor spoke for nearly 50 minutes. If he's had voice training, it has paid off: I didn't hear a single squeaky note!
The Prime Minister sat alongside, wearing a furrowed brow, a look of such concentration interspersed with sage nodding, that I wondered if Mr Cameron had read the statement in advance or was hearing it for the first time and trying, like the rest of us, to digest and instantly analyse the torrent of stats.
Among the headlines: That 1% limit to public sector pay rises, well below the rate of inflation, another real term pay cut guaranteed to further infuriate the unions.
The postponement of the planned 3% increase in fuel price will please motorists but anger environmentalists.
"British savings for British jobs" sounds like a policy of which the Labour party could be proud: In effect, forcing pension companies to support infrastructure projects to the tune of £20 billion.
Many Conservatives will regard that, coupled with the £5 billion to come from the Treasury, as "statist" if not downright "socialist".
Part of the narrative of this coalition Government is that the private sector will create enough jobs to compensate for those lost in the public sector. This is not happening, so some encouragement is clearly needed.
Mr Osborne also announced more support for the parents of two-year-olds, and got loud Lib Dem cheers and vigorous nodding for Nick Clegg and Danny Alexander when he said that "the best way to help the lowest paid is to take them out of tax altogether" - a Lib Dem policy, of course.
There will also be more help for start-ups and small businesses, classic Tory territory.
Mr Osborne attacked Labour, saying that promising that to borrow more is the solution to our economic woes was like a quack doctor offering a miracle cure.
Shadow Chancellor Ed Balls claimed that Mr Osborne's "economic and fiscal policy is in tatters. Plan A has failed," and that the "complacent hubris of a year ago now seems a distant memory."
He said the Prime Minister and the Chancellor had told us that Britain was "out of the danger zone" and "a safe haven": Now, Mr Balls said, "every one of the Chancellor's promises of a year ago has unravelled."
Mr Balls urged the Chancellor to change course, refocus on growth rather than eliminating the deficit, and wanted to know how many more jobs would have to go, how many more businesses fail, "before this Chancellor finally sees sense".
Mr Osborne bit back in a classic exchange between the two men, saying he was thankful that Ed Balls was there as "a permanent reminder of why we should never trust Labour with the economy again".
Quoting Tony Blair, he taunted the Labour benches, urging them to boo their former triple-election-winning leader, as they had at the Labour Party conference.
They resisted the temptation, and the amusing cross-party banter continued, but by then the statement had been delivered and the analysts amd economists were already filling the airwaves arguing about what it all means for the rest of us.

The chancellor has announced a further pay freeze in the public sector, cuts to tax credits and a scrapping of the fuel duty rise. Who are the winners and who are the losers? George Osborne has unveiled his autumn statement signalling a new round of savings from an increase in the bank levy, cuts to tax credits, a fast-tracking of the rise in the pension age and further caps on public sector pay increases up to 2014. One of the biggest political tests for the coalition is the fairness test. Can those who lose the most from the changes afford it?
The treasury has published, alongside the autumn statement, a distributional analysis assessing the impact on households. You can read the full document here.
For next year (2012-13), as a proportion of household income, the changes to the tax, tax credit and benefits measures made so far by the coalition has a clearly regressive effect costing those from poorer households more than those for richer ones. The only exception to this is the top richest decile, who are hit hard by the introduction of the 50p tax rate and benefit the least (in relative terms) raising of the tax threshold.
For next year, as a proportion of household expenditure, the changes to the tax, tax credit and benefits measures made so far by the coalition has a less clear effect. Once again the richest lose the most, but there are bigger losses in the bottom decile as well and a slighly more progressive effect among higher earners. The Treasury favours this model as a better indicator of living standards and says:
Some households in lower income deciles may have temporarily low incomes but relatively high expenditure. For these households, expenditure-based analysis may be a better indicator of living standards.
This last table factors in the tax, tax credit and benefit reforms along with the departmental cuts for this year. It shows a clearly regressive effect apart from the top quintile as low income groups are more likely to be reliant on public services including NHS (health is linked to deprivation) and schools (richer more likely to send their children to private schools).
In each case the chancellor can legitimately say that the very richest are taking the biggest hit, but beyond that there is a clearly regressive pattern with those in the poorest households losing the most.

Page 46 of the document (available here) is one of the most important in the book. It sets out all the costs and savings that the policy decisions announced today will produce up to 2016-17. It shows that next year the changes to child tax credits and working tax credits, will save £1.24bn for the Treasury in the year that the bank levy will save an additional £280m, alongside the figures that Cooper points out.
3.37pm: I've put calls in to senior Lib Dem and Tory spokespeople to ask them directly about the fairness question and the points raised by Labour. The Conservatives are coming back to me. I've just been speaking with a Lib Dem source close to the leadership. He told me:
On the banks: unless labour are claiming they would tax banks by £1.3bn a year I'm not entirely sure we are comparing like with like. We got more [from eh banks] than they would have. Generally we've got to be realistic that when you're making these savings people will feel the impacts. They are spread as fairly as they can be. Benefits have been protected and people said we would cut those. Childcare is an obvious thing we're doing to try to help families. All these things mean we have to make savings elsewhere. Of course we're trying to be as fair as poss. The problem is that if we didn't do the hard things, public sector workers for an example, something much worse would happen and interest rates would go through the roof and that wouldn't be fair for anyone. You've got to remember the consequences of not doing some of this stuff, the effects that would have on us. People should factor that in. And considering the scale of those changes we are trying to help people.
4.02pm: The Resolution Foundation, a thinktank which describes itself as independent and conducts research into the effect of government policies on low-and middle income groups, has done some number crunching of the cuts to tax credits showing it has a straightforwardly regressive impact.
It's worth noting that this is just one of the policies announced today in isolation. The treasury analysis above includes all of them. The expansion of free childcare, for example, will benefit low-earning groups most. The Resolution Foundation press release says:
Scrapping the planned increases in Child Tax Credit and freezing more elements of the Working Tax Credit takes money from those who can least afford it, with more than three-quarters of the £1.2bn savings planned for 2012 coming from the bottom half of the income distribution.
Cuts to the Child Tax Credit will mean families lose the extra £110 per child they had been expecting in 2012, and the freezing of the Working Tax Credit will reduce the incomes of working families by a further £100. Around 5.5 million families will lose as a result of the changes to Child Tax Credits with 2 million facing a double hit because of the Working Tax Credit changes.
Gavin Kelly, Chief Executive of the Resolution Foundation said: "Taking cash away from families on low to middle incomes is precisely the wrong thing to be doing ? it hits households when they are down. Every pound taken out of their pockets is also likely to be a pound taken out of consumption in the economy. There are some very welcome announcements in the autumn Statement like the doubling of childcare places for disadvantaged two year olds, and the Youth Contract ? these are good ideas, they just shouldn't be paid for by low and middle income families."

I've been speaking with a press officer in the Treasury who makes a couple of points about the distributional analysis (above). She said that they provide the second table, the impact on expenditure, as well as income because there's a large group of temporarily low income people in there that skews the result. These include students, who don't earn very much but only temporarily. The Treasury's analysts also pointed out to her one reason why the third table, which includes all the spending measures, looks more regressive than at the last budget. The reason they gave is that the council tax freeze means the relative benefit the poorest got in council tax benefit has diminished slightly. Overall she acknowledged that the changes to tax credits were havign an impact on low-earners. She said:
The top decile is paying the most towards the deficit. Inevitably with the working tax credits there has been a tough decision to make.
The Conservative party press office has also just got back to me to point out that in highlighting the hard impact on families compared with the banks Labour are not being completely clear about the figures available. They said:
"[The] bank levy raises £2.5bn every year, Labour's bonus tax raised £2.3bn in one year- and Alistair Darling said the bonus tax could only be a 'one off'. £2.5bn is more than double how much is being saved from the credit tax freeze. It is very misleading to ignore the full revenue the bank levy raises. NB: Labour opposed Conservative plans for a unilateral bank levy at the election- they said it could only be done on a 'global' basis."

I've looked at OFWAT's data. and although they do pay more, by a margin of £80 over the next highest. Isn't that state aid to a private company just because its in one region? No means testing, no look into the fact that the area gets the least water, no look into the fact that their systems leak, no look into the money to shareholders?

The South West (Devon and Cornwall) has long had the highest waterbills in the country and amongst the lowest wages - that's why. My water bill is far cheaper in London than it ever when I lived in the SW for many years.
I had planned to steer clear of the impacts on the public sector - it is being thoroughly covered by my Guardian colleagues elsewhere - but there is a clear drift in that direction in the comments below the line. Are public sector workers being unfairly targeted?
Going back to the table in the autumn Statement document (page 46) showing the costings of the plans announced today, families are certainly the biggest losers overall, standing to lose £6.32bn by 2017 because of the changes to child tax credits and freeze of the working tax credit; the changes to taxes on pensions will bring in £2.59bn; public sector pay restraint will bring in £1.75bn; and the banking levy will bring in an additional £1.54bn.
Roughly that means families are the biggest losers followed by employers who want to make large payments into private pensions, then public sector workers and then banks.
It terms of who gains, drivers are the biggest winners, gaining £4.82bn from the delays to the plan to raise fuel duty. The other big spending areas are the new infrastructure projects, which are designed to improve employment and economic activity generally, receives £4.69bn; the new "youth contract" to improve employment rates receives £940m and the improved childcare offer £780m.
So, drivers are the biggest gainers, followed by business, young people and low-income families in need of more childcare. Clearly it's not as straight-forward as that - families stand to gain from the new free childcare and youth unemployment measures and could gain from the petrol duty relief. The tables at the top of this blog aggregate all the changes, but setting out the categories here helps illustrate which sectors might win and lose.
This also shows that not only are families losing more than the banks on the back of today's announcements, but so are public sector workers ? who also learnt today that on top of a new pay freeze, the government is considering ending national pay-bargaining and that the OBR now estimates that 710,000 state employees will lose their jobs - 300,000 more than previously thought.
The TUC has estimated that the combined effect of two year's pay freezes , the two years of 1% cap on pay increases and the pension reforms is a 16.48% fall in public sector worker's real terms income over the next four years.

Verdict
The government's own analysis shows that, setting aside the very top earners who do lose the most, by almost all measures the poorest are hit hardest by its tax and spending reforms to date. The biggest cuts have been to tax credits where the amount families stand to lose dwarfs the amount they will gain through the much trailed increase in free childcare.
The government has clearly made an effort to do something for families ? through the additional childcare and the hugely expensive move to scrap and delay fuel changes. But it remains that without the cuts through tax credits the chancellor could not have balanced the books today. The Treasury acknowledged that reducing spending on tax credits had been a "tough decision to take".
Labour is right when it points out that of the changes announced today families pay more than three times more than bankers through the new levy ? though Tory sources say that they were ignoring the wider income that the policy had created.
But public sector workers will also feel unfairly done by today. They are facing two years of pay rises capped at 1% on top of the current two years pay freeze and will also contribute more to the Treasury through today's changes than the bankers. The chancellor announced a review of national pay bargaining and to the arrangements for transferring people out of the public sector to make it cheaper to privatise services. The OBR said that they had revised upwards by more than 300,000 the number of state employees who are likely to lose their jobs.
